Child Care Rebate - Pay directly to Services

I am an OSHC Co-ordintor of a very large service. In the past we have had families leave our service without paying their accounts. I have always been annoyed at the fact that these people not only refuse to pay their account but then receive a rebate for their "out-of-pocket" expenses! I would like support from our industry to have the 50% Child Care Rebate to be paid directly to the service and the sooner the better. Parents should not be receiving this at all. It is too tempting to spend money on other things. I'm sure that the Child Care Centres would be hit even harder than us due to the daily fees.
